PRIMARY FUNCTION/PURPOSE: The Chief Financial Officer (CFO) is charged with modernizing the organization's operational financial infrastructure. The CFO is responsible for the management of, and will lead, the financial and accounting management, compliance/risk management, reporting of all grants and funding regulations, accounts payable, budgeting, balancing of revenues and expenses, payroll, banking relations, daily cash management, retirement accounting, administrative budget, and agency-wide budget. The CFO must provide advise on and provide timely and accurate financial information and performance reporting and consulting to the CEO & President, board of directors and stakeholders while providing leadership to guide the organization's financial activities including annual and long-term planning/forecasting, PRIMARY RESPONSIBILITIES: Organizational Leadership & Strategy Work closely with the senior leadership team to develop and drive the execution of the organization's strategic goals and objectives by ensuring that the financial and operating structure supports the needs of its programs. Advise the senior leadership team on the organization's financial performance and long-term financial planning, budgeting, cash flow, investments, and policy matters. Advise executive leadership team on control measures and build consensus with internal and external stakeholders regarding strategies that contribute to more efficient allocation of resources. Provide reliable cash flow projections, reporting mechanisms, and "what if" scenarios operating in due diligence. Report financial information and trends to the Board of Directors and manage relationships with the Board's Finance and Audit committees, and act as act as fiscal liaison to city and government funding agencies. Support and champion the organization's strategic initiatives to foster a healthy organizational culture. Financial Management Responsible for all finance and accounting functions, including day-to-day financial reporting, working capital/cash management, financial controls, and risk management. Lead financial management activities and an integrated accounting and financial management system including auditable financial reporting and internal controls. Oversee accurate allocation of costs among budget accounts. Ensure compliance with applicable accounting standards and principles, financial information, and system functional standards. Oversee the organizational cash management processes and ensure timeliness and accuracy of the cash flow reporting, the management, timeliness and control over all billing processes, vendor management and strong relationships with vendors. Supervises financial institution relations, bank accounts and insures cash availability for payrolls and other organizational financial obligations. Manage organizational cash flows, accounts receivable, and accounts payable. Develop a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs, while ensuring continual improvement of the timeliness and accuracy of organizational cash flow and management of the billing process - accounts receivable. Develop and/or oversee the implementation of programs and processes that ensure robust monitoring of financial transactions and budget execution to achieve compliance with applicable laws and regulations as well as internal and external policy for activities such as budget administration, cash and credit management, and accounting. Adopt adequate measures to address anomalies and eliminate/mitigate risk of future non-compliance. Develop dynamic financial and business planning models, along with performance metrics that drive the development of monthly and quarterly reports and the annual budgeting process. Ensure eective and compliant business operations, where risk is evaluated and mitigated on an ongoing basis. Partner with the CEO & President and the Board of Directors to deploy investment capital in the most eective manner to achieve the organization's long-term strategic initiatives. Oversee and direct the activities of the organization's accounting staff for the accurate and timely dissemination of financial planning and management reports including, but not limited to, internal and external monthly financial statements, financial position forecasts, annual audits, annual budgets, procurement, investment activities, or reports required by regulatory agencies. Respond to CEO & President as assigned with accurate and timely work to facilitate financial needs. Maintain current knowledge of organizational policies and procedures, federal and state policies and directives, and current accounting regulations and standards. Team Management Supervise, manage, and direct all aspects of finance and accounting. Communicate a vision and strategy for the finance and accounting team, as well as the team and personal goals to drive successful execution of that vision and strategy. Manage and mentor the team to achieve ambitious results and create a high standard of accountability. Support team members' learning, development, and career growth. Build a team culture of accountability, optimism, excellence, transparency, and adaptability in a rapidly changing environment. Continually evaluate the structure of the finance team to optimize for eciency and eectiveness and to support the organization's growth. SECONDARY RESPONSIBILITIES: Facilitate effective communication with other staff within an interdisciplinary context, participate in and contribute to staff meetings and the development of policies and procedures. Participate in training and staff-development activities to acquire and maintain both interpersonal and operational skills necessary for successful job performance. Participate as an active member of the Senior Management Team in the development of departmental policies and procedures and long-term strategic planning, and function as an effective team member to enhance overall service provision and interunit staff collaboration. Participate in a wide variety of special projects and compile a variety of special reports. Communicate with co-workers, management, clients and others in a courteous and professional manner. MINIMUM QUALIFICATIONS: Master's degree in Business Administration, Finance, or Accounting. Certified Public Accountant [CPA] designation is required. At minimum, fifteen (15) years of experience in financial management is required, including at least ten years of direct management and supervisory experience. Knowledge of human services administration and office management systems. Nonprofit accounting experience required. Prior experience with DHS housing contracts (shelters and supportive housing preferred). Must have Budget, Analysis, Forecasting and Cash Management experience. A demonstrated working knowledge of nonprofit treasury items such as receivable, advances, revenue, etc. Excellent written and oral communication, analytical, organizational, and project management skills are required. Ability to act as liaison among a range of internal customers. Ability to handle multiple projects simultaneously. Knowledge of office systems; MS-Office preferred, with advanced level of Excel. Knowledge of database management systems and accounting application systems. OTHER REQUIREMENTS (including Physical Demands): May be required to work long hours and a varied schedule. Travelling throughout various locations in the New York City area. Lifting and moving objects weighing up to 30 pounds several times a week.
