We are seeking candidates for the position of Engineer III (1021) -
Project Management Office-MOW in the MOW/Staff &
Administration.

Additional $5,000 salary increase for those with a Pennsylvania PE

OVERALL DESCRIPTION
Utilizing knowledge gained from three years of engineering
experience, this position is responsible for undertaking
engineering/quality assurance assignments that are considered to be
of "basic complexity" in size and scope. This position is further
responsible to provide technical support and direction for
engineering/quality assurance activities including the definition
and coordination for design review and implementation, establishing
inspection plans, program/project development and consulting,
statistical methods, audits, and continuous improvement approaches
to ensure activities are consistent with SEPTA mission values and
goals.
In this role Engineer III work involves transit and railrod
interlocking projects, safety and security, rock cut hardening and
other such multidisciplinary projects.
SPECIFIC RESPONSIBILITIES
I. General
- Consults with senior level engineer/supervision-quality
assurance in project definition.
- Exercises good judgment in application of basic engineering and
quality assurance principles.
- Generates written memoranda, technical reports, specifications,
audits, etc. in a professional manner.
- Complies with all Authority and departmental safety and
security policies and procedures as well as all applicable job
safety responsibilities. Reports any safety concerns, compromises
or hazards affecting operations, the public, self and/or other
employees. Responsible for personal safety and is encouraged to
promote the safety of others.
- Performs other duties as assigned II. Program Management and
Construction Engineering Disciplines
- Documents for record all major design concepts, approaches and
agreements made with any and all parties involved in the
project.
- Assists Project Engineering with preparation of reports
relating to progress of the work and the Contractor's compliance
with progress schedule, shop drawings, and other submittals.
- Assists Project Engineer in project management tasks.
- Maintains a diary or logbook to record Contractor manpower and
hours on the job site; weather conditions; data relative to work
directive changes, change orders or changed conditions; list of job
site visitors, daily activities, decisions, and observations in
general. DISCIPLINE SPECIFIC RESPONSIBILITIES
III. Facilities, Engineering and Construction Disciplines
- Assists in Engineering (Architectural) design and analysis in
assigned field (i.e. CE, ME, EE, Structural, Track, and
C&S).
- Assists in investigations/field surveys.
- Be aware of and practice standards as applicable to assigned
field.
- Reviews drawings for accuracy and completeness coordinating
with other specialty groups within the department where
necessary/advisable.
- Assists in preliminary planning layouts/sketches where dictated
by assigned task/project.
- Performs other duties as assigned. IV. Quality Assurance
Disciplines
- Monitors the overall effectiveness of vehicle and material
quality activities. Apply findings to the improvement of quality,
productivity, safety, and service reliability.
- Participates in periodic review of drawings and
specifications.
- Performs analysis of problem areas recommending corrective
action to be taken regarding defects in materials, procedures, or
equipment.
- Assures proper interpretation of material or service
specification requirements for rebuild and/or overhaul
processes.
- Participates in audits of quality assurance inspection
activities to ensure effectiveness. Recommend and implement
revision to vehicle and material quality assurance procedures to
improve product/vehicle performance.
- Provides basic statistical process control (SPC) support for
Quality Assurance and other SEPTA divisions as required. Summarizes
and presents statistical data on vehicles, material, and operating
characteristics throughout SEPTA to enhance delivery of SEPTA
service. ADDITIONAL DISCIPLINE SPECIFIC RESPONSIBILITIES
V. Project Planning and Coordination
- Supports senior management in developing on-going Transit
improvement programs, by planning and coordinating necessary
operational outages on the City, Suburban Transit, and Railroad
Divisions of SEPTA.
- Attend and participate with the weekly operational outage
planning meetings for the City, Suburban Transit, and Railroad
Divisions of SEPTA.
- Work with SEPTA Operations and Engineering Departments to
develop a yearly outage plan to support the state of good repair
program. He/ she shall be responsible for forecasting and
maintaining outage planning and right of way safety requirements of
any relevant projects.
- Perform constructability and work plan review of projects
happening on or adjacent SEPTA's right of way.
- Monitor work progress and performance of in-house SEPTA
construction crew and 3rd party consultants and contractors working
on or adjacent SEPTA's right of way. He/ she shall communicate
concerns or project delays to all appropriate SEPTA management and
stakeholders.
- Comply with all Authority safety and security policies and
procedures. He/she shall report any safety concerns, compromises or
hazards affecting operations, the public, self and/or other
employees. He/she is responsible for personal safety and shall
promote the safety of others.
- Perform other duties as assigned/required. QUALIFICATIONS AND
EXPERIENCE
- Bachelor's Degree in Engineering (Civil, Mechanical,
Environmental) OR Construction Management or relevant discipline
and three (3) years of satisfactory progressive relevant work
performance that indicates that the individual can perform the
technical and supervisory responsibilities of the position.
- Previous relevant transit experience within the engineering
discipline preferred (e.g., transit infrastructure and/or transit
operations).
- Excellent written, verbal, and interpersonal communication
skills required.
- Valid Driver's License required.
- The incumbant will at times be required to work outside of
normal hours including overnight and overtime as necessary in
