from you. Job Description The Delaware Valley Regional Planning
Commission (DVRPC) is seeking a dynamic and results-oriented Senior
Manager of Human Resources to lead the HR Department. Reporting
directly to the Executive Director, the Senior Manager will play a
pivotal role in developing and executing HR strategies that align
with DVRPC's organizational goals and support its 130-person
workforce. The Senior Manager will be responsible for overseeing
the implementation and management of HR programs, including talent
management, organizational development, performance management,
training, compensation, benefits, and policy administration. In
this role, the individual will also provide strategic HR planning
and counsel to the executive management team to drive the
organization's success. This position ensures DVRPC's compliance
with applicable Civil Rights legislation, regulations, and
guidelines. The Senior Manager will supervise a team of two
professionals, working with a high degree of independence to
deliver results and foster a positive and inclusive workplace
culture. DVRPC offers a flexible hybrid work environment with the
opportunity to work up to two to three days remotely.
Responsibilities HR Program Development & Compliance Directs the
development, implementation, and maintenance of all the HR programs
in alignment with DVRPC's Shared Values, organizational priorities,
and state and federal requirements. Recommends and implements
policies and procedures in areas such as talent management,
organizational development, performance management, training and
development, compensation, benefits and DEI. Strategically develops
rules, regulations, personnel procedures, and programs to meet the
needs and morale of the DVRPC workforce, including programs for
employee relations, equal employment opportunity, harassment,
complaints, and career development. Maintains knowledge of internal
policies; federal, state, and local laws; and current HR best
practices. Is responsible for filing all national and state equal
employment opportunity (EEO) reports. Reviews and approves all
personnel transactions, ensuring compliance with internal and
external requirements. Ensures the continued development and
implementation of programs related to diversity, equity, and
inclusion and supports the employee resource groups (ERGs).
Leadership & Strategic Planning Participates in the Executive
Management team, attending meetings, providing recommendations and
feedback, and following up on special initiatives and assignments.
Provides information, advice, and assistance to the Executive
Director regarding employee management and special projects.
Advises and counsels staff on company policies and procedures.
Leads and mentors HR Staff, providing advice and guidance. Manages
the HR department objectives and performance reviews. Employee
Relations & Benefits Management Provides advice and counseling on
matters related to equal opportunity, ADA, harassment, and employee
grievances in accordance with DVRPC's policies and procedures.
Manages the employee benefits package, ensuring it aligns with
employee needs and organizational goals. Reviews and analyzes wage
and salary surveys to develop competitive compensation plans.
Reviews employee separation notices and exit interviews to
understand the reasons. Qualifications Superb interpersonal skills
and emotional intelligence. Strong verbal and written communication
skills. Extensive knowledge of the principles, practices and
procedures of human resources. Extensive knowledge of civil rights
legislation and the methods to address discriminatory practices in
all areas. Extensive knowledge of recent judicial and
administrative decisions affecting civil rights programs and HR
practices, ensuring HR policies remain current. Extensive knowledge
of recruitment best practices. Extensive understanding of position
classification principles and methodologies. Ability to supervise
and coordinate work performed by subordinate HR staff, with a
capacity for delegating tasks effectively. Proficiency in coaching
and mentoring HR staff on building rapport and fostering
inclusivity across diverse racial, cultural, and gender
backgrounds. Demonstrated expertise in managing complex employee
relations issues with a focus on effective resolution and
organizational harmony. Certification as a mediator or conflict
resolution professional is highly preferred. Ability to advise on
interactions with diverse groups, ensuring respectful and
empathetic communication, particularly with those vulnerable to
discriminatory practices. Skilled in managing conflicting points of
view and performing effectively under pressure. Demonstrated
experience in strategic planning with achievements in implementing.
Knowledge of succession planning and leadership development
programs. Excellent organizational and time management skills.
Proficiency with Google Suite, Microsoft Office tools, and HRIS
with experience in Kronos/UKG preferred. Experience & Training
Seven years of progressive HR experience and two years in a
supervisory capacity, including training in EEO compliance and
resolution complaint procedures; and such training as may have been
gained from a four-year college/university or an equivalent
combination of experience and training. A Master's degree can be
substituted for one year of experience. SHRM-CP, SHRM-SCP, PHR or
SPHR certification required. Submissions without a cover letter
